Olivers Hill Drowning

Does anyone know about this incident yesterday off Frankston. Couldn't find any info off Vicpol?
Sounds like these kayakers saved a few lives:

I suspect that the swimming abilities or knowledge of the seas by recent arrivals is pretty poor.

How do you get the message through to them if language skill are also poor or non existent? I think the authorities do their best to get through to these groups, but ultimately they make their own decisions.

It's not only up to us but also to their communities.

A tragedy for all affected.
