In the bays dual watch on 16 (emergency channel) and 72 (working channel)
Offshore tri watch on 16 (emergency), 72 (working channel) and 81 (repeater)

Good idea to stick to a default channel for kayakers ie. 72. Relying on contacting fellow kayakers to arrange the channel that you will be using has it problems. And you can be out there wondering if you are on the right channel.
With the repeater I assume that is based on a) a local repeater station existing. b) It is operating c) You are allowed to use it. My understanding is the repeaters are privately owned usually by local co-operatives.
What is the situation at Portland.

Generally 72 or 73 locally. However I note in areas well away from an operating Port (eg Port Mac or SWR) fishos tend to use other channels like 19 or 20. It pays to find out the preferred channel in a local area and either use it or steer clear as appropriate.

If there's a large group of kayaks its also a good idea to steer clear of the main boat fishing channels for general communication. The sort of chatter that yaks often engage in can be pretty annoying for boaties to listen to all day. I've heard complaints about it over the air more than once.
