As long as"The Authorities" have the ability to sort through the data correctly and make decisions around that.
Like the article you posted from Adelaide Rhino which was on a river and then one on the news today in Melbourne, we have people, schools, outdoor groups erc doing silly stuff.
Well they should get a minimum training on conditions, how to use a kayak blah blah blah and then pass a competency test so they can lead or take groups/people out.
At this forum on the 12th can we see the data of those "disproportionate" figures to see where these areas are?
In my ignorance I'd think people on the kayaking forums are less likely to get into trouble.
I think it should be an interesting evening if we are allowed input.

by the time I was cleaned up and driven down It would be close enough to 7
5 pm on a week night would probably be early for most that work
